Low ground, unmade roadsides and an overlay
Barwon Heads is low lying, and it originally made up part of the floodplain for the Barwon River. A levee protects most of the town from the river, but a council report notes it still gets relatively serious and frequent stormwater flooding. Ground like that stays soft after rain, so a stump grinder or a platform may need mats down, or a drier week.
South of Bridge Road, the council's character assessment picked out the unformed nature of roadside and vegetation. With unformed edges and little hard standing, a truck, chipper or platform often sets up on the road itself, sometimes with traffic control, and the roadside plants are worked around.
In the Warrenbeen Court area, Environmental Significance Overlay Schedule 6 applies, and a council report says it requires a permit to remove, destroy or lop vegetation indigenous to Victoria in most circumstances. A moonah or other indigenous tree there is checked against the overlay before a removal or heavy pruning is quoted.

Does an old moonah have to come out if one trunk fails?
Not always. After an independent arborist assessment, Barwon Coast had two high risk trunks taken off the iconic Moonah tree at the entrance to Barwon Heads Caravan Park and kept the main trunk, with an aerial inspection of what was left. A big moonah in a garden can often be handled the same way, once each trunk has been looked at.
Can the trees in Moonah Park be cut back from a house?
Not as a private job. The National Trust register lists a moonah in Moonah Park, on River Parade, also called The Fairy Tree or The Magic Tree, and the park is a council reserve, so anything overhanging from it is raised with the council. Trees on your side of the fence are what can be quoted.
